National-level networks of refugees and refugee-led organisations that shape community priorities and connect local voices to APNOR's regional work.
Local Hubs bring together refugees and refugee-led organisations in a given country or region to discuss APNOR's work, share community priorities, and coordinate joint action. They are the grassroots foundation that everything else — funding decisions, advocacy priorities, training design — is built on.
APNOR currently connects with local hubs across South Asia, Southeast Asia, East Asia and the Pacific — see them all on our interactive network map.

A local hub isn't a branch office — it's a self-organising network of refugees and RLOs in one country or sub-region, connected into APNOR's structures rather than run by them.
Regular gatherings that surface what refugees and RLOs in that country actually need — feeding directly into APNOR's regional Agenda for Change.
Each hub connects to a member of APNOR's regional Steering Committee, who carries local priorities into strategic decision-making.
Hubs are where regional programs land locally — Skills Enhancement participants, RLA Activators and APSOR delegates are usually nominated through a hub.
RLOs within a hub share knowledge, referrals and — where possible — resources with each other, without waiting on the regional secretariat.
APNOR doesn't parachute hubs into a country from the top down — a hub starts when refugee leaders already active in that country come together and ask to connect.
Get in touch through our contact form — tell us who's already organising in your country and what you're hoping to build.
We help connect you with existing RLOs and refugee leaders nearby, and support your first local consultation.
Once established, your hub gets a Steering Committee link, a place on the network map, and access to APNOR's full range of programs.
